The process is called decoupage the product for bar tops is epoxy resin.

From the net.

Our table %26amp; bar commercial grade epoxy resin is specially formulated for us by a leading chemical company. The product is a 1 to 1 by volume mixture: Amines, Liquid, Corrosive, N.O.S. decopage. They sell it at michaels , you will have to apply a glossy coat a few times, you have to let in dry and then apply the next coat, you could alsopolyeurethan(sp?) in but i am not sure about ruining the object, I have decopaged pictures and they have turned out fine.,What is the exact name and procedure for applying the thick coat of lacquer to the top of my home bar.?
It is a resin that normally comes in two parts. You have to have a mold form around the surface and it is poured in. I have seen it in hobby stores for making clocks and small pictures. Quite expensive for large project. Might be able to find maker from hobby packages and buy in bulk.
the word "decoupage" is often used, and I suspect an epoxy coating rather than a lacquer will be more suitable. Typing "decoupage" and "bar" and optionally "epoxy" into you favorite internet search engine should get you a lot of information.

Here is one link for a start http://jgreer.com/ but you can no doubt find many other sources, you didn't say where you are, while this supplier says the ship "nationwide", if you are not in the US that might not help you. What is the exact name and procedure for applying the thick coat of lacquer to the top of my home bar.?
this is very simple to do if you have a few extra pairs of hands and the time to do it. You can find this at home depot. It is called Glaze Coat. It is a little pricey but I have used it on a bar top already. If the bar top is a large surface to be covered use a propane torch to pull the air bubbles out of the glaze coat. This stuff does have a very short working time so thats why you need a couple extra pairs of hands. It is also helpful to have some sort of screeding tool whether it be a piece of wood or like a floor squeege. Just make sure it will clear both sides of the bar this will help move the material around.
