I inadvertently got rid of the tool bars on my Yahoo home page. How do I get them back?

If you are talking about Yahoo.com, the format is fixed so whatever you call a toolbar is not under your control. If you are talking about my.yahoo.com, then you have the standard and beta versions. I would suggest using the beta and click personalize this page. You can also create new pages. Maybe you are not signed on to Yahoo, so the page doesn't show your changes.
