A good friend of mine drinks and drives all the time. I am afraid for his safety and the safety of others. Right now he has been at a bar for over 5 hours getting completely wasted and i know he will eventually drive home. If I call the police and report him what should I say? Because he is still at the bar and I do not know when he is going to leave? I believe this is the right thing to do...I am just looking for some advice.

well, right now you could go and get him and drive him home and get someone else to get his car.

This could be a good time for an intervention with friends and family. Have you all let him know how worried you are for his safety, and tell him how devastated you'd be if he got killed in an accident. He could be doing it for attention, to see how much people really care about him.
It's a dangerous mindset, please get him out of it.

A police officer told us to hide our friend's keys.

The police will ask you all that they need to know when you call. Just tell them that your friend is going to drive drunk.

It's better to have a friend mad at you, than a friend who's dead. Or who is in prison for killing someone else.
If you can't pry your friend's car keys away from him, then by all means call the cops. Report your friend's name, his car's make/model/license plate number, and the name/location of the bar he is in. It's entirely possible that the cops will simply give your friend a lift home.
I assume you're not there at the bar with your friend (maybe you are, on a laptop or something). If you are nearby, call a taxi (pay for it yourself...it's worth it) and tell your friend "I got you a ride home."
I can't tell you what to say, or how to say it, to your friend. In any case, you should wait until he's sober to confront him with it. There are plenty of people more qualified than me to help your friend (and you) through this situation, and I suggest you seek them out. But he should NOT be allowed to drive---even around the block---if he's as trashed as you say.
